Turned down a job-haven’t done that many times

I went to two job interviews this week. The first was at a little corporation with two other people. They were pretty laid back, and the man was very genuine in interviewing me. When they dropped it was only 20 hours a week I felt awful as I'm looking for full time so I declined. Secondly, I had an interview at Leon's yesterday for office administration. The first thing she did is come out and hand me a 4 page application???? She said the whole thing has to be done. I did most parts but when it came to extensively listing my skills and experience, and then a huge page to wrote my WHOLE job history (I've been working for 17 years) I put “refer to resume” when she saw it she said I'm not allowed to leave the interview without the whole thing being filled out if I want…

I found that fucking ridiculous.

I get in, she barely interviews me but essentially offers me the position once I say my availability is open. I even had to sign something that said I agree to work every shift requested and am not allowed to have unavailable days? She asks me what I was currently paid, and at my last two jobs 16 an hour and I'm looking for more. She said it's 15.25 an hour, no negotiation. For an office administration position?
