Typical work day

Went to my pharmacy today, busy as all hell, as typical, and it was not fully staffed. The Pharmacist assistant said he just gave his 2 week's notice. Turns out CVS promised him that when he got his certification, he would get a $1 per hour raise, was told this for months. Just got his cert last Monday and they turned down his raise and said they do not do that anymore. So CVS, hard to find staff, decides to screw over an employee who then leaves. So good business decision or people do not want to work?
