[UK] Inequality between colleagues

At my office remote work is only allowed in special occasions (i.e. technicians in the flat). I mentioned thou that working from the office full time affects my mental health, my line manager knows I go to therapy, and I've asked many times to be allowed to work three afternoons from home (office morning and home after lunch), the answer was always 'No, you know that our culture/policy is to work from the office'. However, another colleague in my team is allowed to work from home three DAYS a week, like if it was by contract. Our roles and tasks are no different, except I have less years of experience, even thou I am excellent at what I do. What is this all about? TL;DR My colleague works three days from home and I was denied to have even only three afternoons, also mentioning that my mental health is affected by the full time office.
