Unbeneficial Benefits Increase

Throwaway account. My work chaged their benefits package after two employees put in their 2 weeks notice and left at the beginning of the month. The policy they have for PTO now doubles the days you can take off and states we can use PTO whenever, but if we leave before our first year and use more PTO than is earned at the time it will be deducted from the last pay period.  My work wants to not pay me all my PTO for the upcoming pay period on the corresponding pay check. They want to break the PTO days up and pay me for half my PTO days and then pay me for the second half of my PTO days two pay periods later. My work chaged their benefits package after two employees put in their 2 weeks notice and left at the beginning of the month. The policy they have for PTO now doubles the days you can take off and states we can use PTO whenever, but if we leave before our first year and use more PTO than is earned at the time it will be deducted from the last pay period. 

My work wants to not pay me all my PTO for the upcoming pay period on the corresponding pay check. Since they just lost two employees they should have more funds for paychecks than previously and they employ less than 10 people.

I also saw that a week and a half ago they reposted my current job up on job boards. In the mean time they keep telling me I am doing a good job at my job. They don't understand why so many places are short staffed when so many people are unemployed. People don't quit jobs, they quit terrible managers. The writing is on the wall but they refuse to see they are part of the problem.
