understaffing is normal, but what about overstaffing

Heyo, Little backstory, I (20f) work at an Adult Video store (selling porn DVDs and toys) it's a fun job to be honest. Very laid back, chill employees, not too hard of work, always meeting interesting people. Well, the first red flag is that I caught them paying me under minimum wage. The minimum wage in my state is 14.49, they were paying me and another worker under that (14.00). I brought it up to the manager and she argued with me about it. She looked in up, saw that I was right and nothing happened until I brought it up again, to which she said it would be fixed eventually. Nothing happened. I then asked again, and made sure to ask if I was getting back pay, eventually I got it. The other thing is that there is a 60-90 say probationary period, every manager has a different idea…

Well, the first red flag is that I caught them paying me under minimum wage. The minimum wage in my state is 14.49, they were paying me and another worker under that (14.00). The other thing is that there is a 60-90 say probationary period, every manager has a different idea on how that works.

Manager 1: “after 60 days your pay will go up $2 per hour and you will no longer be an at will employee, if you have any write ups it may be longer than 60 days but no longer than 90”
Manager 2: “manager 1 just decides whenever”
Manager 3: “actually it's just 90 days”
Manager 4: “there's a probationary period…?”
Manager 5: “no clue”

My coworker reached the 60 days and had no write ups, his pay did not change until he harassed manager 1 about it for weeks.

Now for the last and weirdest issue.
We are overstaffed.

This store is very small. I'm talking 7-11 sized. We have 5 managers and 4 employees. The managers steal all of our hours, they work 40-60 hour weeks. I was hired as full time, I get maybe 14 hours a week if I'm lucky, which doesn't pay my bills at all. I asked Manager 1 for more hours, she said “there's no more hours to give”
So I emailed the owner to see if there was any way I could get more hours and if not I may quit since this isn't what I signed up for (manager 1 has told to me to email him if I ever have any issues).
It has been 2 weeks, I have not heard anything.

Someone recently quit and I finally got a 30 hour week, but now they are talking about interviews again. So I'll be going right back down to 14 hours a week.

I may find a new job, but I really like working here, my coworkers are awesome, it's very laid back, one of the best jobs I've had. Well besides all the shady pay, too many managers, incompetence, and overstaffing…

Not sure what I'll do yet. Bills need paid though so I'll either get a second job (ugh) or leave and find a new job (also ugh)

Does anyone else have overstaffing issues?

(TLDR: hired on as full-time, more managers than employees, managers steal all the hours, I only get to work 14 hours a week and they refuse to give me more hours)
