Unethical Employer Ontario

My store manager recently ran – and won – for a role in local government. During the campaign stages of his run he asked a few folks in my department to go door to door for him to help. They said no as they have children and lives outside of work. Immediately he began treating those people differently at work. He would stop acknowledging them, give them more work right before their shift ended, and not be as prompt responding to their calls over the PA. Now more recently he has decided that everyone that usually works 6-330 should work 11-7 instead. I feel this is a retaliation at those people who denied him in the past. Is there anything I can do? Can I report him somewhere? It seems very unprofessional. E: also to add we have many locations and all of them have our departments working 6-330.
