Unfair wages at Crumbl Cookie

The Crumbl near me just opened and the manager told me that he could raise me to $13 even tho the starting pay was $12.50. I thought it was a really great deal but then after about a month of all of us new employees working here, it came out that I only make $13. My coworkers seemed surprised as they said they were making $14-15.50. I was shocked because some of these coworkers were younger than me, as young as 16 and have no job experience. Whereas I'm making $13, I'm 20 and have worked a year at portillos and 5 months at Chipotle. They said that when they got hired the manager asked them how much they wanted to get paid. She said they wouldn't be bumping anyone's pay anytime soon and she didn't know when the next raise was. I tried talking to my hiring manager because honestly I feel screwed over. He said that he understood but that there was nothing he could do and its our general manager who makes the call about who gets raises. He also said my pay was due to my limited availability (I can only work mornings) but if that was the case then they should have said that to begin with :/ has anyone else had a similar case?
