Took me a year to get a raise even though my boss was telling me after only a few months in I would get one.

The raise however was completely initiated by me after getting a job offer in management from one of my previous jobs (turned the offer down since they tried to bring me on for less than what I asked for, more carrots 🥕)
I did not let my current employer know I had another offer I just simply requested a raise since they’ve been piling up the work and I had the balls to do it since if the conversation went sour I could just put a notice in and dip out.
It’s a solid raise, almost 10% however our department is going through some turmoil lately (turnover and people quitting plus lots of “growth” in clientele and not wages it seems haha). I just found that the new hires would get paid $500 more annually more than me. Saw the add online lolz. So basically I’m still undervalued and not getting paid what I’m worth, plus the goal post seems to constantly shift here.
What should I do?
TLDR, false promises, management still lacking even when they do finally pull through, I’m underpaid and over worked, what should I do?
