Weird Tiered Tip system

I’ve recently started a job as a waitress at a local restaurant. I applied via Indeed and it was listed as $16 an hour + tips. Come to find out (after I was hired and working for two weeks) That the pay is actually 13.75 an hour, AND the tips are tiered? so I, as a new server, am only able to make $3 in tips per hour. The rest of my tips are given to senior staff. Even though I am the one waiting the table ? Is this allowed ?!? I’ve never had a server job with a system like this. Also a little irritated at the blatant lie about the hourly ?
