WFH options rescinded by department, but not by corporate.

Hi, I'm looking for advice on how to approach a situation. The president of the corporation sees the value in working from home, so he recently initiated, along with our HR department, a way for eligible employees to request a permanent WFH status. I am an eligible employee. My department supervisor, however, said he will not be approving any WFH requests. His reason is that he “wants to see all our smiling faces again!”. (Gag me with a spoon). Luckily, we were provided with an appeal process that I intend to use. Has anyone here successfully appealed a similar decision? And what kind of approach did you take? Thanks
