What if anyone could put anyone on leave?

Hypothetically, if you worked at a place where people had to come to mutually-amicable resolutions with each other before they could resume paid work, and literally any person from the janitor to the CEO, could place someone on leave for absolutely any reason at all, what would you think of that company policy? Let's just imagine for the sake of argument that you'd still generate just as much revenue as a business.
