What is “socialism” ?

No, this isn't a shitpost I'm genuinely curious because I dont think theres any such thing. It comes down to ownership. Under Capitalism, private citizens (capitalists) own the means of production. Under Communism, the government owns it. But when we talk about Socialism, we point at capitalistic Nordic countries with high spending on social services. Its just a more regulated capitalist market though – private citizens still own the factories So it seems to me then that socialism and anti-capitalism are incompatable. What am I missing?
