What to do when HR and CEO are Buddies?

Friend of mine is dealing with some issues at work. CEO has been popping some red flags (forcing my friend to do tasks not a part of his job description and forcing them to still work on a sick day even though someone else could have taken the load). My friend feels like they can't report anything to HR because they are buddy buddy with the CEO. What options does my friend have, if any? Are they better off just looking for a new job?
