What to tip for horrible service?

I brought my daughter to the Gaylord Denver for her birthday. Over the course of an hour, we saw our server 2 times. They were not understaffed. I could see her on her phone in the corner most of the time. I always tip 20% or more to help out my fellow workers. But what am I supposed to do here? It was the worst service I have ever had. I left a 10% tip just to leave something, but I really wanted to leave nothing. I totally get it if they are short staffed, but this was not the problem. She just didn’t give a shit from what I could tell. And I get that as well because fuck that job, but…. She relies on me for tips and at the end of the day, I was the one that was screwed. What is the right thing to do…
