What’s the catch with those “Best Places to Work” Lists?

I've seen employers tout the fact they're on some “Best Places to Work” lists, like Glassdoor, Fortune, etc. Does anyone have any insight on how they manage that? Some of these companies have some very well-known controversies about employee treatment (putting it mildly). Plus, if you got to employee reviews, a lot of those companies are lucky to break 3 stars. A friend of mine said they can pay to be on those lists, but I haven't found any proof of that.
