What’s the point of offering a “Remote” position if it’s only open to residents of a specific state?

Been trying to find a job for the longest time now and nobody is hiring me. Transportation isn't the most convenient for me so I've been trying to apply for something remote or work from home since I can do those jobs from anywhere. While looking, I come across certain jobs that promote themselves as “Remote” then later down the page it'll say “Position only available for residents in the State of blank. Why? What's the point? If it was something along the lines of “Limited to the Unites States” it would still kinda suck but at the very least make some sense. And it's not like they're hybrid jobs either, cause those usually at least market themselves as such. Fully remote, but only if you live here. The reason I'm so mad and actually complaining about it is because I got an email from a company that I think would work out really well for me, but I can't apply because I don't live Michigan.
