who is in the wrong here?

I work as customer service. My working hours are from 09.00-15.00 every day. Every time i boot up my system i go through 6 different applictaion that have their own boot time. One system we use for receiving calls takes about 10 minutes to become operational. Funny thing is that my boss expects me to be logged on and ready to recive calls 9 am sharp. Not a minute late. Personally i think this is pure bullshit. Other customer service senters aren't like this, only where i work. It's so unfair that we have to be on site 15 minutes before without getting paid just to be ready. I want to hear your opinion about this.
