Why am i being rated on whether or not I “exceed expectations” at work? I’m going to start expecting them to “exceed expectations” with my salary from now on

I was brought on to do certain tasks, not to “redefine” them. Wtf. Before I do that you better pay up. I was told I was “exceeding expectations” but did not receive a pay raise to match.
