Why are employers given a free pass when it comes to reputation and accountability?

As the post suggest, employers seem to be given a pass when it comes to accountability yet EVERY employee is scrutinised. Employees are asked questions on interviews like “you've moved about a lot, can you explain why you keep moving jobs” or “you weren't on that job for long. Why was that? We are worried about your loyalty”. Why does it feel like “I was treated like a number in this job” or “the environment was incredibly toxic and Management were dreadful, psychopathic bullies” seem like an inappropriate answer? Employees should be held accountable for things like high staff turnover which generally indicate poor working environments. However, the employee is always blamed for leaving a shit environment. One rule for bad employers, another for employees trying to feed and clothe themselves.
