Why are many managers a bit psychopaths?

I've known many managers to be psychopaths and evil. No leadership, No professionalism , they try to belittle , and berate employees, they try to harass employees or purposely try to make thier lives miserable on purpose. Ive seen the worst employees get promoted, while the best employees with great leadership get left behind. Can anyone explain this ..
