Why are most interview date always never negotiable?

To interviewers who provide a set date that is impossible for someone to be at specific time… That place of work is toxic to begin with. It's really a shame that there are companies not willing to be negotiable when providing a set of time and date for the interview when looking for talented / experience people. I know a guy who was having difficulty finding work in the field he was experience, trained, certified, and educated on while balancing his mediocre career since it would have to be 50/50 risks of either getting the job or not getting a job versus not having money for bills, food, and insurances.
