Why is it normal to tip servers but not the other workers?

I'm curious to know why exactly most places in countries like in the US expect the customer to tip the waiter but not for example the chef? Or just anyone else who works at a restaurant? Where I live (not the US) you have restaurants where there are no waiters, so you bring your own food to your table which works perfect. So you could say that I don't necessarily need a waiter to take my order and to bring me my food (generally speaking). Let me just say that I am 100% against tipping culture as it is right now. I find myself to be very lucky to live in a country where not tipping is never frowned upon nor expected from you, which is how it should be because it is not my responsibility to pay for someone's salary and a tip is given when someone goes the extra mile, not for doing their job. But I am just curious about why tipping is almost always referred to waiters and not another job type.

Let me know your thoughts!
