Why is it the higher up someone gets at a retail job the less work it seems like they do?

I’m 25 and literally every job I’ve ever worked so far whether it was a place like wal mart or a grocery store I notice the managers/supervisors just do a whole lot of standing around. I understand they’re monitoring the place to make sure nothing goes south but if it ever got busy you will never see them do the dirty work and help out. I also notice alot or double standards such as if an employee gets caught on their phone or socializing with someone they get in trouble, yet managers will be in there office laughing away with other higher ups or scrolling through Facebook. Edit: Also, I’m not speaking of major jobs like loss prevention/ district managers or CEOS of these places.Those are super stressful jobs which require a lot of work. I’m mainly talking about shift leads or department managers.
