Why would an employer send a personalized message on Indeed then not follow through?

An employer sent me a personalized Indeed message saying they were hiring an administrative assistant and saw my resume and like it. Never posted a formal Indeed job post. It said to email or call Paul if interested. So I email him and he acts confused like he didn't send the message or have any idea who did. So I explain my experience and he asks me to send my resume a second time and says he will catch up with me at the end of the week or beginning of the next week. He calls and talks specifics of company vacation and insurance but not the actual position. I ask about an in person meeting to go over the actual position. This was Monday. He said he will call the end of the week and asks me to send my resume a third time. So far I've heard nothing.…
