Wife’s transfer was approved, and then denied the week of the transfer.

I have never posted before, but I watch this subreddit a lot, and felt this belonged here. My wife and I work at a popular retail store in the Southwest. She's been full-time for over 2 years, and I was part time for almost 2 years. We've been talking with the manager of both stores, for over a month about the transfer. It was quickly approved, and we spent the next 3 weeks getting everything ready, and applying for places to live. We got a place to live, and I put in my two weeks, last week. Today, she was called into the office and told there was no longer a spot available. She called the store herself and was given a very vague “my hands are tied, let me call my DM, and I'll call you back.” An hour later, she was told by our DM, without asking, that…

She called the store herself and was given a very vague “my hands are tied, let me call my DM, and I'll call you back.” An hour later, she was told by our DM, without asking, that the store is over budget, and can't afford to have her transfer.

What can we do about this? We made arrangements, and this feels unfair.
