work has gotten weird

So i work in a retail esque job that has around 200 locations in the northern half of my state. I've been in my job for about 9 months and it has been awful. Bad training, homewritten rules they make us sign, gotcha style managing, gossip, arguments about when I can use the bathroom. Just a huge mess that I'm not about and in the process of moving on from. Today got even worse. Management was fighting with eachother, we are beyond short staffed and people have been calling out. I'm not a young person any more, and I am mentally checked out to the point where I don't care what happens. But I have a gut feeling that I have the responsibility to let someone higher then the store level know this isn't working. Stirring shit might be fun. Staying quiet would be easy. Tldr: job actually sucks in measurable ways. Should I tell the regional manager or keep my head down.
