Work is requiring me to work a festival but take off another day so I don’t get overtime

Basically what the title says. I’m supposed to help out at this festival on Saturday. I honestly have no idea what I’ll be doing. But my manager asked me to take off however many hours I work on another day so that I stay under 40 hours and don’t get overtime. Is this fair or should I be getting overtime for this? Slightly unrelated they’ve been beating around the bush with giving me a deserved raise. I (f20) have a hard time voicing my thoughts and needs. Any advice on how to to put my foot down on all of this?
