Work keeps redefining the position and its classification – Why ?

Working at this place a few years, have always been salaried but it wasn't quite that simple, there was an on-call component that followed a certain formula, which could produce a few hundred extra $ a month. Last year there was a change, we were to be defined as 'Salary Non Exempt' effectively turned into hourly employees at the arithmetical equivalent rate (i.e Pay didn't change). This week we get notice that we are being changed AGAIN to 'hourly non-exempt'. By a casual reading, nothing will materially change in the pay, but WHY ? These things don't get changed without a reason. Additional background: The company got taken over by a venture capital group who has 'big plans' for expansion. Additional additional: For my state the minimum overtime salary threshold was recently increased to approx $45k, so that doesn't apply to my situation.
