Here's a set of laws that should exist because it's common sense and would help nearly everyone. This is U.S. specific, because that's where I live.
These aren't meant to be set in stone, each one is just an example of a strategy that I think could be effective. A lot of the details would have to be discussed and tweaked prior to implementation. Which is a funny thing to say about some hypothetical “laws” that I'm making up for internet theory-crafting.

Any living space (house, apartment, condo) that has nobody living inside of it for longer than three months, triggers a 10% Hoarding Fee each month it remains unoccupied. This helps keep housing costs reasonable and prevents a lot of exploitative bullshit.

Wealth greater than 100 million dollars is taxed at 100%. Providing HUGE funding increase to the government, which could be used for

All welfare systems are abolished and replaced with a UBI of $40k annually, which is tied directly to inflation.

Government bribery and corruption in all the obvious forms becomes illegal. Including and especially things like lobbying and gerrymandering.

Businesses cannot own single family homes, they must be owned by individuals or families.

Individuals and families can only own homes they live in, or intend to live in. Renting is for condos and apartments.

Minimum wage is abolished (because of UBI) and employers can offer any wages and perks they believe will attract employees.

Wages are tied to inflation, annually.

PTO and sick leave and maternity leave and official holidays are all updated to at least the standard of first world countries.

Complete reformation of the police force with an emphasis on using mental health professionals and resources in calls that are clearly mental health or addiction related, and a much greater division of responsibilities within police forces. Also a large emphasis on rebuilding trust between the Police and their communities.

Political corruption in all forms carries a life sentence in prison. When a Supreme Court Justice is caught taking bribes, life in prison. etc.
There's a ton more that could help (like the end of for-profit prisons, much stronger climate protections and green incentives, etc) but here's 10 things that I think could drastically improve the country I live in.
