Regional managers refusle to promote people to 2 years of manger shortages

I have been with company for 6 years started on part time when my apprentship didnt work out (i did this alongside working this job) i talked to my then manager (good guy) who gave me full time hours and started my keyholder training. He wluld leave not long after but made sure all was in place for me to progress.
Following this i was signed off as a key holder (woo £20 more a month ) under a manager who didnt really care and only did it as she was forced due to previous good manager setting it in motion. Another bad manager comes in and im “promoted” to duty manager (they got rid of keyholder position and gave an extra £80ish pm). Implied that they expected me to be in said positon for a while despite having more experiance and knowledge than the other duty manager who had only just been made a keyholder.
A year or so passes ive now been with the company a bit over 4 years. The other DM (duty manager) has slowly made everyone dislike him and was then sacked as he was found to be stealing. Another DM is promoted the quickly promoted of OPS manager (essentially assistant manager) she quickly quits blaming the store manager who blames the area manager for promoting her (whole mess nobody wants to admit they wanted her to have the job in the first placw ). No the company has nobody to turn to foe OPS manager role (we have gone through about 4 in the 3 years i have been DM) i am given the job temporerally to cover.
All starts well until i break my foot and obviouly cant carry out full duties. The regional manager who has never liked me sours even more on me in this role. At the end on my placement i tell the store manager i want it permiment or not at all. So shock i drop back to DM.
The then bring another DM in from another store who has much the same experiance (joined the company about the same time).
I have informed store manager im looking foe other jobs due to not getting the ops role he supprts me as it was above him to deny me getting the job. He gets the misfortune of getting both mine and my replacements notices to leave on the same day… (he was a bad manager but understood why we left)
Regional manager cant understand why we would leave despite being offered better money.
Since then the same store has lost at least 2 OPS managers and 3 duty managers. They have been short of managers since i left and forcing inexperienced people to try and fill these roles.
