Is the 40hr work week designed to keep us drained after work so that we have no energy to advance our own lives?

I’ve seen multiple reports stating and demonstrating the inefficiency of a 40hr work week. Employers know this. Are they just holding our time hostage so that we can’t go to school or learn a skill? Sure seems like it.
