Need advice about handover protocols after quitting

I recently quit a job. It had all the signs of a toxic workplace, so I’m glad I finally did quit. While there was some resentment initially there has been a shift in attitude that I can’t quite put my finger on….and I’m suspicious. Recently, I spoke with a friend that had quit a job in an industry that is very safety conscious. My job is in an industry where there are critical aspects to people’s safety. I’ve been given no advice about a handover procedure and am left working with an untrained person that has zero experience in this field.

This week I was told to replace a safety system and I replied that im not willing to restart the machine after the system has been replaced without a competent co-worker coming to verify my work and sign off on it. Nobody came. Colleagues are extremely reluctant to come to this job in general and again I’m suspicious.

Should something happen I’m sure they’ll blame me. I’m in my last two weeks and want to address this.

I’ve left the machine “off” and told the customers not to use it while I attend to something else. I don’t intend to turn it on until someone visits and verifies my work.

Can anyone recommend a template to create a handover document or how to address this in general.

Perhaps even a means to address this through an email so I can correctly handover.

My work is often safety critical and part of the reason I’m leaving is that the company have never seemed to care. Now I’m worried they’re going to be leaving me holding the bag….
