My work is making me take an extra lunch break. Is this legal?

I work a 9 hour shift in California so I’m entitled to one unpaid 30 minute break and two paid 10 minute breaks. So I was getting paid 8 hours regular (I make $15 an hour, aka minimum wage where I live) and half an hour of overtime. Now, they want me to take an hour unpaid lunch and I’d only get paid for 8 hours despite being there for 9. Is this legal? Can I do anything?
