How common is it for mid-senior management computer skills to be very out of date?

Mechanical Engineer working in manufacturing/construction. I'm noticing more and more as I go through my career a lot of mid to senior people are very behind with their computer skills. These are people who studied in the floppy disk, slideruler and A0 drafting sheet days and never bothered to learn the CAD software and other digital design tools that are now standard practice. They're still amazing engineers and are extremely knowledgeable about the actual projects and the technologies that go into big projects. But its a little annoying to constantly print things on paper for them because they struggle to look at screens for too long and watching them take 15 mins to type a one paragraph email with two index fingers. I know this would not be viable in IT but what about other industries like Accounting, Law, Finance etc. Is this common?
