Two questions

Can my employer force me to read the employee manual on my own time or do I need to get paid for my time spent doing it? (I am an hourly employee) My job allows us to take a 10 minute paid break, but I know that legally, breaks under 20 minutes must be paid. So am I allowed to insist on taking a longer break as long as it's under 20 minutes?
