Need to stick it out or find a new job?

So I just started a new job three months ago (other job I was putting in the work of 3 people because of being understaffed and had enough. When I put in my 2 weeks notice, boss hired 3 more people in my place.) When I first started this new job, I was informed that if I discussed pay with any other employees I would be terminated and vice versa. Fairly certain that's against the law, and I felt so disturbed I almost got up and left but I had already worked my 2 weeks with the other job so I stayed anyway. I was told when I started they would have to pay me a dollar less than at my current job but every 90 days I would get a dollar raise. I was okay with this. My 90 days is coming up and even though my boss mentioned once that they haven't forgotten about my raise, it hasn't been brought up since. I asked about the raise and was told to not ask about raises often.

Should I look for other jobs? I'm not sure if it's the last job that has made me lose my patience but I feel like I'm getting the run-around and I'm not actually going to get raises. Everyone is nice there and I'm still somewhat new so I hate to leave but I really don't have the energy to deal with this. Any advice is appreciated!
