Holiday-pay Shenanigans

Essentially my employer announced that all workers would be getting holiday pay of a $1.50 extra onto their paycheck from Nov 21 – Dec 10. But now looking at the paystub, it shows that they have created a second wage at $1.50 instead of adding it on to my current wage and didn’t even pay overtime for it. Is this legal? (Working in the US, if you need to know)
