Manager creates own rules and thinks he owns the company

I am currently working in a MNC for over 3 years now. Next year will be my third year. For the past year, we had a vacancy for our superior position and at last they found a person to fill that post. At first, everything seemed to be doing well. But lately over the past few months, he have been coming up with his own rules which aren't relevant to our job scope. He started creating many demerit points for example if we didn't complete a training proposed by HR or if we forgot to change our leave in the schedule. I do understand from his perspective that he wanted to go by the book. But what pisses me off is that he doesn't implement these rules on those who are around his age. At first, everything seemed to be doing well. But lately over the past few months, he have been coming up with his own rules which aren't relevant to our job scope. He started creating many demerit points for example if we didn't complete a training proposed by HR or if we forgot to change our leave in the schedule. I do understand from his perspective that he wanted to go by the book.

But what pisses me off is that he doesn't implement these rules on those who are around his age. He is in his early thirties and I'm in my early twenties. I noticed that whenever my other senior colleagues wished to work from home or take an immediate leave (without informing before), he is fine with that. But when I want to do it, he comes up with all kinds of excuses like “How am I suppose to inform my boss if you want to work from home if you had fever without a MC”. And there were other colleagues who were claiming that they were working overtime but they never logged in once. After he “so called” question and berate them for their actions, he still acknowledged their “overtime” and approved their OT claims. He then told us that if we do the same, he would not approve it.

When I'm at work, I try to commit and give my 100% during performing my analysis at work. Putting in all kinds of information that I think would be worthwhile. But during our morning meetings, he just ignores it despite it being a high level case or something that needs attention. However, when other senior colleagues who did the same type of work but not much effort into it, he praised them like they are god's. Whatever the senior colleagues want, he grants them and yet for me or the others , it feels like as though we are begging for a million bucks. It is demotivating and this makes me feel like not giving my all for the job. Even more painful was that my another superior initially informed me that I should move up the ranks and join a senior team in the company. But he said I needed to wait for another year coz the requirement was 3 years minimum. and yet, within a few months of saying it, he hired 3 new fresh graduates to that particular senior unit.

TLDR: My manager acts like he owns the company and comes up with all kinds of rules which he doesn't implement on my senior colleagues but the juniors. He doesn't value my effort or work rate. I can't leave at moment as I'm tied to a contract till early next year. Even then, I'm unsure to leave as the pay and job is good.
