I need advice, management twisting words in policies

I work at a small business that's owned by a large corporation. I questioned one of our policies that I actually fully agree with, but our location does not follow. I asked my manager and was told “we absolutely follow it, it was okayed by corporate”, to which I said cool, but I don't see anything in writing that makes that true so I'm not happy with that answer. So now I'm being forced to have a meeting with the next higher up who I personally know is the reason we don't follow the policy. This person uses intimidation to get people to shut up. I plan on recording the conversation (one party state) and going higher if it's more of an issue. I'm concerned if I push the issue more nothing will come of it though.
