99/100 Executives are completely useless

I work at a software company that has been around about 40 years. The new EVP of the business unit I work is a case study in why there just shouldn’t be executives 99% of the time. He has been here about a month, but talks as if he was the one who designed and built the software himself. Everyone under his org is just a tool or resource for him. Everyone is expendable. Everything he says is couched in the royal “we”. HR and hiring managers enable and even foster this kind of tragic comedy/dumpster fire. What could be done to stop it? How does one fight back against this without getting fired?
