Employer posting for remote work, but tricks applicant that coming in the first month to “train”

A friend of mine was telling me about her company’s hesitation to make remote work permanent. This is a Fortune 500 Company, lying on the posting saying the job is completely remote, and once the position is accepted they ask the new employee to come in “temporarily” however, temporarily never passes and they ultimately force this applicant to work in the office after a month. Is this common? Seems highly unethical and possibly illegal to me but wanted some different perspective
