Double Standard with WFH

Every day I show up at work and sit there in silence with my one other coworker (that doesn't want to work from home) while every other staff member works from home. I started working at my current job 8 months ago, while the rest of my coworkers have been working for the company for 3-12 years, so I'm at the bottom of seniority by quite a lot. When I was first hired, I was told it would be mostly in-office work. However, I was also told that the company was in the process of transitioning back to in-office work after being at home since covid. To be honest, I wish I was in the office alone so I don't have to look like I'm busy every second because my coworker sits right next to me.

I know everyone at home isn't really working most of the time (they don't answer the phone, emails or messages quite often). It's so infuriating to have to drag myself to work everyday to sit at a desk pretending like I'm busy while everyone else never came back to the office when I was told they would.
