Sent home early and suspended 2 days after serious accident that wasn’t employees fault.

Hi gang just trying gauge opinion here. My brother works in a warehouse and was involved in an accident involving a fork lift last night. Basically he was using the equipment normally and the equipment malfunctioned and caused an accident. He was not hurt, but could have been badly. Managements response to this was to send him home for the rest of his shift and suspend him for two days without pay. They later called him acknowledging it was not his fault, and let him know he was good to come back to work AFTER his suspension…. He told me that their equipment is all very poorly maintained, and he is sure that’s why this happened. My question is what’s this groups opinion on this from a legal stand point? Obviously this company and management team is scum of the earth like most, but did they violate the law?
