How does your employer give PTO?

TIL that my employer gives 0 PTO if you don't work a full pay period. As it stands, I get 3.4 hours of PTO for every two-week pay period worked. To be clear, that means I work 80+ hours every two weeks and I accrue 3.4 hours of PTO. If, during a pay period, I work any less than 80 hours, I accrue 0 hours of PTO. To put it mildly, I think that's pretty fucked up. But I wanted to reach out and see how other employers handle PTO. Is my situation common?
