UK question. Colleague told not to come to work after calling in to inform of lateness

So a colleague of mine called into work after his start time to inform that he was going to be late for his shift starting at 8am. He had been late twice the previous week and had had a verbal warning. So upon taking the phone call, the manager on the day had said (as far as i'm aware) that he has till 08:30 to get here. My colleague had expressed that he couldnt make it before 08:30 but is on the way. Manager ultimatley turned around to tell him do not come in to work. Now this guy has some learning difficulties and takes a lot of slack from others in the workplace which he seems to take on the chin really well. Has complete undertsanding of the procedures etc to ringing in and all that. This patiicular manager has a god complex. Assistant manager should I add. I…

I am just curious, was it right or even legal to tell my colleague not to come in because he was going to be late?
