Clock in/out issues

So, I think this is the right place to ask this. Basically, the company I work for expects us to come in and be clocked in 15 minutes before your shift (while not paying until your shift officially starts, even if you are clicked in and working), and also rounds up/down depending on which is closer by fifteen minutes when clocking out. I’m in the USA. Is this legal? I try to be a model employee in every other way, and often stay much later than my official workday, but this bothers me a lot. How would you guys address this? For the record, I typically clock in a few minutes before before I would be officially late, 15 minutes after the official start of my shift, which probably isn’t the best option either, but it beats working without getting paid, right?
