Quarterly Performance Reviews?

Starting in 2023 we were notified we were moving from annual to quarterly performance reviews. Any “corrective” measures were to be handled at the quarterly reviews but any “raises” or promotions would be on a yearly or every other year basis. Why don’t they just say they’re asking us to quit or looking for excuses to terminate people? But yet they wonder why they can’t hire people.
