Company halved vacation time without prior warning–any recourse?

My shitty employer was a startup under a larger company when I was hired. The PTO policy was one of the few perks of the job that had not been eroded in the 14 months I've been there. In 2023 they separated from their parent company and we had to sign new handbooks agreeing to company policies and then sign a new offer letter. The handbook's PTO policy is identical to the one we were originally hired under and the offer letter doesn't have any details of the PTO benefits. However, we were only “officially” informed last week that our max PTO is now half of what it previously was. I've checked with all of my coworkers and can confirm this was never communicated to us until we noticed it in our HR portal and started bugging HR about it, which is why they said something. From what I can see, there doesn't seem to be anything stopping them from doing this, and it's clear that the fact that it's shitty behavior isn't enough to get them to even apologize. Anything I'm missing? I'm in NY if that helps.
