what should I do in the event that my Employers hr is not responding?

For what ever reason we can only reach out to our hr over email and 2 weeks ago I notice my pay was messed up and needed to contact them to figure out why. I submitted a hr ticket and emailed them and I've not gotten a response in 15 days and we are set to get paid again… I've mentioned it to my boss and they said they can is move up to a operations manager to see what they can do. They have done the same thing to me about income withholding for child support too
