Asking for a raise at work

So I have been at a job that said I would be promoted once I “learn the processes”. I have been in the job for 4 months and during my 3 month review I got stellar remarks and was said to be doing an amazing job. They were very happy with what I was doing and adding to the company. However, a raise was in the CEOs hands. The subject was dropped for about a month for when I asked about the job again. I forced a meeting with my boss and the CEO. During which he praised me for the work I am doing and the impact it has on getting a much clearer picture of the business blah blah blah, but they just don’t have it in the budget. I gave them information on what that job salary expectations would be and info on what I do vs…

Recently one of our team members outright quit in the middle of the day due to not understanding the work. Now I know there is room in the budget and I am about to have this meeting with the CEO.

What is something I can do to get this position and raise without going the nuclear option?
